Paul was appointed to lead Consumer & Business Services within the Attorney General's Department portfolio on 14 December 2010 and also holds statutory appointments as Liquor & Gambling Commissioner and Commissioner for Corporate Affairs.

Paul was a career officer with South Australia Police before taking on the role of Police Commissioner and CEO of the Northern Territory Police, Fire & Emergency Services in December 2001.  He joined the Attorney General's Department in October 2009.

Paul was awarded the Australian Police Medal in 2000 and holds a Bachelor of Arts (Honours).
