Situational analysis of drug issues and responses in the Asia-Pacific Region

In order to provide a foundation for its work, the Asia-Pacific Drug Issues Committee has identified an urgent need to map the work currently being undertaken in the Asia-Pacific region in order to identify gaps in responses, tailor responses to specific situations, and avoid duplication at the international level.

Whilst the Committee acknowledges the importance of engaging with all countries in the region, for the purposes of this project the Asia-Pacific Region is deemed to include the countries involved in the ASEAN and China Cooperative Operations in Response to Dangerous Drugs (ACCORD); ie Brunei Darusalaam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam; together with the major Pacific Island Forum Countries of Fiji, Papua New Guinea, Samoa, Solomon Islands, Tonga, and Vanuatu.

The project should focus on unsanctioned use of all drugs with consideration of pharmaceutical drugs limited to their intentional misuse. It is anticipated that the drugs considered to be the most significant problem in each country will be identified in the report. Drug related issues and harms are defined broadly and include health and social problems related to drug use as well as crime and law enforcement issues.

The Asia-Pacific Drug Issues Committee view this as a three part project:

  1. An audit of Australian involvement in responding to drug issues in the Asia-Pacific Region including government, non government organisation and individual contributions.
  2. A situation analysis and country profile for countries in the Asia-Pacific Region. The analysis should include an overview of drug policy, policy processes and partnerships as well as a review of the prevalence, epidemiology and harms of drug use in each country.
  3. An audit of current drug related activities being undertaken by national and international agencies and funders in the region.
